It includes a governing <strong>Political Bureau<\/strong> (Politburo) which is the primary decision-making body and is elected by a broader <strong>Shura Council<\/strong>. Historically, key political leaders have been based outside of Gaza, in locations like Qatar and Turkey. The social services network, which includes schools, clinics, and charities, has historically been vital to Hamas\u2019s popularity, acting as a crucial provider of aid in the impoverished territories.<\/li>\n\n\n\n<li><strong>Military Wing:<\/strong> Known as the <strong>Izz ad-Din al-Qassam Brigades<\/strong>, this is the armed branch responsible for carrying out attacks against Israeli civilian and military targets. Their operations have evolved from suicide bombings and small-arms attacks to the use of rockets, mortars, and sophisticated tunnel networks, primarily operating from the Gaza Strip.<\/li>\n<\/ul>\n\n\n\n<p>The governments of the United States, the European Union, Israel, and several other nations have designated Hamas as a Foreign Terrorist Organization (FTO).<sup><\/sup><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Rise to Power in Gaza<\/h3>\n\n\n\n<p>Hamas significantly shifted the Palestinian political landscape in 2006 by winning a surprise majority in the Palestinian Legislative Council elections.<sup><\/sup> This victory challenged the dominance of the Fatah-led Palestinian Authority (PA).<sup><\/sup><\/p>\n\n\n\n<p>The growing tensions between the two factions erupted into a brief but intense conflict in June 2007.<sup><\/sup> Hamas forcibly seized control of the Gaza Strip, effectively splitting the Palestinian fighting began on October 7, 2023, when Hamas and other Palestinian militant groups launched a large-scale, coordinated surprise assault on Israel, killing hundreds of civilians and taking numerous
